The North West System Strategy, Planning, Design and Implementation team is responsible for population health planning across Northwestern Ontario. The team is focused on:
- Integrated Care
- Ontario Health Team Implementation

The Lead will design and implement projects, programs, and operational plans for delivering on Ontario Health and Ministry priorities in the regional context. The Lead will be responsible for leading engagement activities with various stakeholders from across the health system to inform the development and implementation of clinical standards, programs, and clinical pathways. The Lead will need to understand and interpret data to design targeted interventions and drive measurable improvements in performance. The Lead will build and maintain strong relationships with providers and partners to enable and support challenging process and organizational changes aimed at improving system capacity and outcomes. The Lead will manage evaluation activities for key initiatives, including the identification of key performance indicators and the collection and assessing impact.
This position will be regional in nature, focusing on the pertinent North West Region needs. This position reports to the Director, System Strategy, Planning, Design and implementation North West.
Here is what you will be doing:
- Serves as the main point of contact for coordinating system-level work across the health system and leads collaborative work with other team members across Ontario Health.
- Leads health system planning and integration initiatives, coordinating and conducting analysis of the local health system to identify population health needs, service gaps, and opportunities for integrated service delivery across Ontario Health North West.
- Builds regional relationships among health service providers and related sectors to improve the health of the population, enhance the experience of care, and sustain integrated service delivery.
- Leads communication with external partners, including health service providers, to advance strategic health system goals.
- Provides mentorship to other Ontario Health staff.
- Demonstrated experience in planning processes, analysis, and evaluation of health care issues across multiple sectors.
- An understanding of how health services are delivered in Ontario and the role of Ontario Health in planning, managing, evaluating, and funding regional health care services.
- An understanding of contract and financial management as well as experience in interpreting relate policies, procedures, and directives.
- Demonstrated experience engaging and working effectively in partnership with a broad range of individuals and organizations of diverse backgrounds, preferably within the health care sector.
- Strong interpersonal skills and proven ability to build and maintain strategic relationships and partnerships with diverse health service providers.
- Excellent problem recognition and problem-solving abilities to handle complex problems and inform management of potential issues and associated solutions.
- Experience in analyzing and interpreting performance data, including financial data and quality indicators, and evaluating program performance.
- Demonstrated ability to thrive as a team player in a fast-pace collaborative team environment while managing a demanding workload effectively in an environment of many competing priorities.
- Superior skills in the use of software including word processing, spreadsheets, and any other key software needed to perform duties, as well as knowledge of accessing the internet to support research.
Here is what you will need to be successful:
Education and Experience
- Post-secondary/Master’s degree in health administration, health planning, business administration, or a relevant field.
- Minimum of five years’ experience working in the health care system.
- Excellent knowledge of the health care system, including a minimum of five years’ experience working in the health care system.
Knowledge and Skills
- Strong understanding of health care system and continuum of care including integration priorities (e.g., Ontario Health Teams).
- Capacity to think strategically and maintain a broad systems view, with the ability to translate broad goals into detailed strategic and operational plans.
- Excellent interpersonal and facilitation skills to work with a variety of stakeholders and senior leaders across the health continuum.
- Knowledge of and proven ability to apply multiple planning and analysis methodologies and make effective recommendations.
- Understanding of the current and changing dynamics of the Ontario health-care system and issues.
- Experience with the hospital and community to long-term care flow environment and policies is an asset.
- Understanding and experience with embedding quality improvement intiatives.
- Demonstrated financial competence.
- Excellent communication and interpersonal skills to work effectively with other staff and to liaise with colleagues across Ontario Health and with contacts in the Ministry.
- Must be highly organized and able to thrive in a fast-paced environment with multiple priorities.
- Uses information to make informed decisions and provides advice; exercises a high degree of independence and professional judgement in problem-solving.
- Solid written and verbal communication skills. Internally, communicates with colleagues throughout the organization to present and discuss information and problems related to financial management and funding. Externally, communicates directly with various stakeholders to monitor funding allocations, performance and lead system planning improvement discussions.
- Strong attention to detail, demonstrated integrity and professionalism with a solid understanding of financial controls.
- Excellent analytical and problem-solving skills required.
- Proficient with PC-based hardware/software and inter/intranets.
- Comprehensive knowledge of Microsoft Office.
- Proficiency in French is an asset.
