Working as system partners, the Health System Performance and Accountability Portfolio enables the Ontario healthcare system to provide high-quality, equitable care, through:
  • Development, implementation and operations of funding policy and innovative funding models, with the goal of leveraging funding to align with overall program goals and drive value and performance in the system,.
  • Development, issuance and management of Agreements that align system goals and funding in order to drive strong system accountability.
  • Standardization and implementation of best practice for performance management across the province- including a coordinated approach to target setting, monitoring, and escalation to support quality improvement and accountability.
  • Coordination of engagement between Regional teams and the OH provincial office (including Regional Cancer Programs), thereby facilitating effective, streamlined collaboration for system improvement.
The Performance and Accountability department within the Health System Performance and Accountability Portfolio is responsible for ensuring that every patient in Ontario has access to high quality care, by working with partners to lead and coordinate Ontario Health’s accountability and performance processes. Additionally, the Performance and Accountability Department acts as a liaison to regional partners across identified service areas. This includes acting as a key point of contact with OH regions on topics of performance and accountability, Regional Cancer programs etc.,
Reporting to the Director, Performance and Accountability, the Manager, Performance and Accountability is responsible for co-leading a robust contract management and funding operations system to collectively deploy more than $3.5B in direct funding to health care organizations.
The Manager, Performance and Accountability reports directly to the Director, Performance and Accountability and participates in strategic planning, oversees the management of projects, programs, and services within the group, as well as collaborates and supports the development, implementation and evaluation of cross portfolio multi-program projects.
The Manager oversees a team of 5-8 committed team members.
Here is what you will be doing:
  • Co-Leads, along with other teams within the Performance and Accountability department, a robust contract management and funding operations system to deploy more than $3.5B in direct funding to health care organizations (where funding comes directly to OH to manage). This includes:
    • Establishing and managing funding contracts with hospitals and other organizations, including supporting processes for monitoring and reporting of performance against contract deliverables.
    • Managing the ongoing operations of funding agreements including initial volume and funding allocations, in-year reallocations, and year-end settlements.
    • Acting as a primary liaison and subject matter expert on funding agreements, allocations, and settlements for both internal and external stakeholders.
    • Leading volume monitoring and forecasting for budgeting and planning purposes as well as ongoing reporting to Ministry
    • Acting as a liaison and leads coordination for all partners involved in the contract management process including program areas, legal and privacy and finance teams.
    • Proactively identifying and escalating risks and issues to timely contract issuance, and provide thorough and practical recommendations to senior management to mitigate risks and resolve issues.
  • Works to establish coordination and use of best practices in performance management in other areas of the Ontario Healthcare System. This may include:
    • Consulting and collaborating with performance management leaders in other areas of the healthcare system to identify opportunities for coordination, consistency, and best practice adoption.
    • Consulting on the development of funding and accountability agreements to ensure compliance with the Ontario Transfer Payment Agreement Directive and the effective use of performance levers.
  • Manages a high performing team of assigned staff by:
    • Overseeing the team work plan and leading allocation of staff resources and prioritization of workloads, as required.
    • Leading recruitment, retention, management and development activities for the team, with a focus on acquiring, developing and retaining talent, and in accordance with the principles embedded in Ontario Health’s Equity, Inclusion, Diversity and Anti-Racism Framework
    • Coaching and prioritizing staff development and engagement to support each team member in achieving high performance, enjoyment at work, and opportunities for career advancement.
  • As a member of the Department Leadership Team, Manager will also:
    • Assist with strategic goal setting, in alignment with priorities for OH and the Department
    • Support the Director in leading knowledge building to enhance capacity and expertise at OH in performance management, issues/crises management, and regional leadership engagement
    • Support Director in building the team to become a centralized resource and consultant for performance management within OH.
  • Perform cross-functional and/or other duties consistent with the job classification, as assigned or requested
Here is what you will need to be successful:
  • A Master’s degree in Business Administration, Health Administration or equivalent is required or equivalent healthcare related experience
  • Minimum of 5-7 years of experience, including three or more years focused on a role with similar levels of responsibility
  • Prior knowledge of Ontario’s Health System preferred
  • Demonstrated expertise and/or understanding of accountability processes
  • Demonstrated expertise in senior-level stakeholder management; strategic planning experience is preferred
  • Knowledge of best practices in performance monitoring and reporting
  • Demonstrates exceptional tactical and critical strategic thinking including understanding of how the overall government and OH strategy and direction impacts accountability and performance priorities
  • Detail-oriented with superior organizational skills and demonstrated ability to manage multiple complex projects with competing priorities
  • Flexibility and ability to work in a fast-paced environment is crucial
  • Excellent critical, analytical, thinking, problem-solving and decision-making skills
  • Excellent oral skills including demonstrated executive level competency to create and deliver effective presentations and manage dialogue/debate at conferences, meeting and workshops on behalf of OH.
  • Excellent writing skills including the ability to prepare proposals, publications, briefings, technical reports and presentations
  • Excellent interpersonal skills to effectively engage and solicit support from a broad and diverse set of stakeholders in the delivery of the Department’s activities
  • Proven ability to develop relationships with key stakeholders to establish trust, credibility, and respect
  • Collaborative management style with the ability to work in a multi-disciplinary team environment
  • Proactive approach to building management skills and competencies in team engagement, facilitation and empowerment
